Revised standards of conduct, performance and ethics
On 26 January 2016, we introduced new standards of conduct, performance and ethics.
What changes have been made to the standards?
We have made a number of revisions to the standards, including:
- A standard about reporting and escalating concerns about the safety and wellbeing of service users (standard 7).
- A standard about being open and honest when things go wrong (standard 8). Individuals are expected to tell service users and carers when they become aware that something has gone wrong with the care, treatment or other services they provide and to take action to put matters right wherever possible. They are also required to consider making an apology and to make sure that the service user receives an explanation of what happened.
- Changes to the structure to improve their accessibility. The concise layout of the standards will ensure ease of understanding, particularly for service users and carers. However registrants should be assured that the content remains consistent.
How do the changes effect education providers running HCPC approved programmes?
Education providers will need to review their approved programmes to ensure students are made aware of, and understand the implications of, the revised standards.
This may mean that education providers will need to make changes to their programme across a number of the standards of education and training. We would expect to see any changes because of the revised standards through our annual monitoring process.
When will education providers need to submit evidence of any changes to their programme?
The following diagram illustrates when education providers need to submit evidence of any changes as a result of the revised standards of conduct, performance and ethics.
How do the revised standards affect individuals applying for registration with the HCPC?
From the 2015 – 16 academic year, students who successfully complete an approved programme and apply for registration with us, must agree to keep to the revised standards.

Has the Guidance on conduct and ethics for students also been revised?
As the Guidance on conduct and ethics for students reflects the Standards of conduct, performance and ethics, we have also reviewed the Guidance on conduct and ethics for students. Revised guidance was published in June 2016.
Changes to the revised guidance include:
- Strengthening the requirement for students to report any concerns about the safety and wellbeing of service users or carers.
- A new requirement for students to inform an appropriate member of staff at their education provider or practice placement provider if something has gone wrong in any care, treatment or other services they have carried out involving a service user.
- New guidance for students to support the development of their knowledge and skills on delegation and to safeguard the safety and wellbeing of service users or carers.
- Changes to the structure to improve its accessibility. This includes structuring the guidance to correspond to the revised Standards of conduct, performance and ethics.
